Eliminate the 1999 Gramm Leach Bliley Act and 2000 Modernization Act, so that the Glass Steagall Acts are restored to prevent the US from going into a Great Depression. THE PRESIDENT: Thank you, all. Thanks, for coming. Well, thanks for the warm welcome. Thank you for being here today. I appreciate your attendance to this very important conference. You see, we want everybody in America to own their own home. That's what we want. This is -- an ownership society is a compassionate society.

More and more people own their homes in America today. Two-thirds of all Americans own their homes, yet we have a problem here in America because few than half of the Hispanics and half the African Americans own the home. That's a homeownership gap. It's a -- it's a gap that we've got to work together to close for the good of our country, for the sake of a more hopeful future. We've got to work to knock down the barriers that have created a homeownership gap.

I set an ambitious goal. It's one that I believe we can achieve. It's a clear goal, that by the end of this decade we'll increase the number of minority homeowners by at least 5.5 million families. (Applause.)

Some may think that's a stretch. I don't think it is. I think it is realistic. I know we're going to have to work together to achieve it. But when we do our communities will be stronger and so will our economy. Achieving the goal is going to require some good policies out of Washington. And it's going to require a strong commitment from those of you involved in the housing industry.

Just by showing up at the conference, you show your commitment. And together, together we will work over the next decade to enable millions of our fellow Americans to own a piece of their own property, and that's their home.

I appreciate the Secretary of Agriculture being here. She's got a lot of money having to do with rural housing. I appreciate Ann's commitment to rural America. And I'm really proud of the job she's doing, as well, for the American people, serving in my Cabinet. Thanks for coming, Ann. (Applause.)

I've got some others in my administration, as I look around. I see Rosario Marin, who's the Treasurer of the United States. Rosario used to be a mayor. Thank you for coming, Madam Mayor. (Applause.) She understands how important housing is. I see other mayors around here, and I want to thank the mayors for coming. After all, it's in your interest that this project succeed.

I know we've got some folks from the faith-based community here. Luis Cortes, from Philadelphia is here; and my friend, Kirbyjon Caldwell, from Houston, Texas. Kirbyjon, I had breakfast with him this morning. He told me he was going to have to leave before my speech. He's a wise man, that Kirbyjon Caldwell. (Laughter.) But he has gone back home to Texas. I appreciate Margaret Spellings and her staff. Margaret is the Domestic Policy Advisor to the President, and I want to thank you for putting on this conference, Margaret.

All of us here in America should believe, and I think we do, that we should be, as I mentioned, a nation of owners. Owning something is freedom, as far as I'm concerned. It's part of a free society. And ownership of a home helps bring stability to neighborhoods. You own your home in a neighborhood, you have more interest in how your neighborhood feels, looks, whether it's safe or not. It brings pride to people, it's a part of an asset-based to society. It helps people build up their own individual portfolio, provides an opportunity, if need be, for a mom or a dad to leave something to their child. It's a part of -- it's of being a -- it's a part of -- an important part of America.

Homeownership is also an important part of our economic vitality. If -- when we meet this project, this goal, according to our Secretary of Housing and Urban Development, we will have added an additional $256 billion to the economy by encouraging 5.5 million new home owners in America; the activity -- the economic activity stimulated with the additional purchasers, the additional buyers, the additional demand will be upwards of $256 billion. And that's important because it will help people find work.

Low interest rates, low inflation are very important foundations for economic growth. The idea of encouraging new homeownership and the money that will be circulated as a result of people purchasing homes will mean people are more likely to find a job in America. This project not only is good for the soul of the country, it's good for the pocketbook of the country, as well.

To open up the doors of homeownership there are some barriers, and I want to talk about four that need to be overcome. First, down payments. A lot of folks can't make a down payment. They may be qualified. They may desire to buy a home, but they don't have the money to make a down payment. I think if you were to talk to a lot of families that are desirous to have a home, they would tell you that the down payment is the hurdle that they can't cross. And one way to address that is to have the federal government participate.

And so we've called upon Congress to set up what's called the American Dream Down Payment Fund, which will provide financial grants to local governments to help first-time home buyers who qualify to make the down payment on their home. If a down payment is a problem, there's a way we can address that. And when Congress funds the program, this should help 200,000 new families over the next five years become first-time home buyers.

Secondly, affordable housing is a problem in many neighborhoods, particularly inner-city neighborhoods. You may -- we may have qualified home buyers, but if there's no home to buy, this initiative isn't going anywhere. And so one of the things that we're going to -- that I'm doing is proposing a single-family affordable housing credit to encourage the construction of single-family homes in neighborhoods where affordable housing is scarce. (Applause.)

Over the next five years the initiative will provide home builders and therefore home buyers with -- home builders with $2 billion in tax credits to bring affordable homes and therefore provide an additional supply for home buyers. It's really important for us to understand that we can provide incentive for people to build homes where there's a lack of affordable housing.

And we've got to set priorities. And one of the key priorities is going to be inner-city America. Good schools and affordable housing will help revitalize our inner cities.

Another obstacle to minority homeownership is the lack of information. You know, getting into your own home can be complicated. It can be a difficult process. I had that very same problem. (Laughter and applause.)

Every home buyer has responsibilities and rights that need to be understood clearly. And yet, when you look at some of the contracts, there's a lot of small print. And you can imagine somebody newly arrived from Peru looking at all that print, and saying, I'm not sure I can possibly understand that. Why do I want to buy a home? There's an educational process that needs to go on, not only to explain the contract, explain obligation, but also to explain financing options, to help people understand the complexities of a homeownership market, and also at the same time to protect people from unscrupulous lenders, people who would take advantage of a good-hearted soul who is trying to realize their dream.

Homeownership education is critical. And so today, I'm pleased to announce that through Mel's office, we're going to distribute $35 million in 2003 to more than 100 national, state and local organizations that promote homeownership through buyer education. (Applause.)

And, of course, one of the larger obstacles to minority homeownership is financing, is the ability to have their dream financed. Right now, we have a program that all of you are familiar with, maybe our fellow Americans are, and that's what they call a Section 8 housing program, that provides billions of dollars in vouchers to help low-income Americans with their rent. It encourages leasing. We think it's important that we use those vouchers, that federal money to help low-income Americans go from being somebody who leases to somebody who owns; that we use the Section 8 program to not only help with down payment, but to help with continuing monthly mortgage payments after they're into their new home. It is a -- it is a way to help us meet this dream of 5.5 million additional families owning their home.

I'm also going to encourage the lending industry to develop a mortgage market so that this script, these vouchers, can regularly be used as a source of payment to provide more capital to lenders, who can then help more families move from rental housing into houses of their own.

These are some of the barriers that home owners face, potential home owners face, and this is what we intend to do about it. But like in a lot of our life, government can't do everything. It's impossible to provide every aspect of a national strategy, particularly in this case. And that's why we need the help of private and nonprofit sectors in our country to help play a vital role in helping to meet the goal. Many of you here represent the nonprofit, as well as the private sectors of our economy and our country, and I want to thank you for your commitment.

Last June, I issued a challenge to everyone involved in the housing industry to help increase the number of minority families to be home owners. And what I'm talking about, I'm talking about your bankers and your brokers and developers, as well as members of faith-based community and community programs. And the response to the home owners challenge has been very strong and very gratifying. Twenty-two public and private partners have signed up to help meet our national goal. Partners in the mortgage finance industry are encouraging homeownership by purchasing more loans made by banks to African Americans, Hispanics and other minorities.

Representatives of the real estate and homebuilding industries, through their nationwide networks or affiliates, are committed to broadening homeownership. They made the commitment to help meet the national goal we set.

Freddie Mae -- Fannie Mae and Freddie Mac -- I see the heads who are here; I want to thank you all for coming -- (laughter) -- have committed to provide more money for lenders. They've committed to help meet the shortage of capital available for minority home buyers.

Fannie Mae recently announced a $50 million program to develop 600 homes for the Cherokee Nation in Oklahoma. Franklin, I appreciate that commitment. They also announced $12.7 million investment in a condominium project in Harlem. It's the beginnings of a series of initiatives to help meet the goal of 5.5 million families. Franklin told me at the meeting where we kicked this office, he said, I promise you we will help, and he has, like many others in this room have done.

Freddie Mac recently began 25 initiatives around the country to dismantle barriers and create greater opportunities for homeownership. One of the programs is designed to help deserving families who have bad credit histories to qualify for homeownership loans. Freddie Mac is also working with the Department of Defense to promote construction and financing for housing for men and women in the military.

There's all kinds of ways that we can work together to meet the goal. Corporate America has a responsibility to work to make America a compassionate place. Corporate America has responded. As an example -- only one of many examples -- the good folks at Sears and Roebuck have responded by making a five-year, $100 million commitment to making homeownership and home maintenance possible for millions of Americans.

There have been other steps that are being taken to close the homeownership gap. And you've heard some of the stories here today, people much more eloquent than me, to talk about what's taking place on the front line of meeting this national goal.

The non-profit groups are bringing homeownership to some of our most troubled communities. And as you know, I'm a strong advocate of what I call the faith-based initiative. And the reason I am is because I understand the universal call to love a neighbor like you'd like to be loved yourself, and that includes helping somebody find a home.

One such example is the Enterprise Foundation, a national non-profit organization that provides assistance to grassroots homeownership organizations. Because of their work, as one example, 185 affordable homes will be available in the Baltimore neighborhood that was once so crime-ridden that people had written it off. Revitalizing neighborhoods is a real possibility if people put their mind to it. And at the same time, you're helping people own a home in America.

And the faith-based community is doing some fantastic work when it comes to encouraging homeownership, whether it be financial counseling, or job training or other outreach services, to help people understand what it takes to buy a home.

And then there's my friend Kirbyjon Caldwell. He not only provides counseling and job training, he actually decided to encourage a development of homes in the Houston area. People -- low-income people are going to be able to more afford a home in Texas because of Kirbyjon's vision and work. He's answered the call of faith to help people help themselves and to help them realize dreams.

The other thing Kirbyjon told me, which I really appreciate, is you don't have to have a lousy home for first-time home buyers. If you put your mind to it, the first-time home buyer, the low-income home buyer can have just as nice a house as anybody else. And I know Kirbyjon. He is what I call a social entrepreneur who is using his platform as a Methodist preacher to improve the neighborhood and the community in which he lives.

And so is Luis Cortes, who represents Nueva Esperanza in Philadelphia. I went to see Luis in the inner-city Philadelphia. Luis is -- at least he was -- he's probably still there -- in what one would call a tough neighborhood. There's a lot of abandoned buildings. And I mean, beautiful old structures just empty. Luis had a dream to revitalize his neighborhood, starting with a good charter school, one that would work, one that would teach kids how to read and write and add and subtract.

But he also understood that a homeownership program is incredibly important to revitalize this neighborhood that a lot of folks had already quit on. I suspect one day we'll all go back to Luis' neighborhood and we'll find first-time home owners there, and a good education system. And this will be the beginning of a -- of a neighborhood revitalization in that part of Philadelphia, because there was vision and drive and hope for our fellow citizens.

So I want to thank you all for coming. I want to thank you for your determination to help close the minority homeownership gap. It's an incredibly important initiative for this country. See, America is a good and generous country. It's a great place. Part of it was to make sure that the dream, the American Dream, the ability to come from anywhere in our society and say, I own this home, is a reality -- can be achievable for anybody, regardless of their status, regardless of their -- of whether or not they -- whether or not they think the dream is meant for them.

I mean, we can put light where there's darkness, and hope where there's despondency in this country. And part of it is working together as a nation to encourage folks to own their own home.

Again, I want to tell you, this is an initiative -- as Mel will tell you, it's an initiative that we take very seriously. We're going to stay on it until we're -- until we achieve the goal. And as we all achieve the goal, we can look back and say, America is a better place for our hard work, our efforts and our desires for our fellow Americans to realize the greatness of our country.

I wrote to Obama this morning about his comment to the Supreme Court.

I explained to him that their decision was inevitable because of the law of physics that states for every action, there is an equal and opposite reaction.

Many people, including me, believe that Obama STOLE the nomination from Hillary Clinton, not to mention, the Acorn people who dropped votes in his lap.

The Court needed to tip the ball in the other direction because of it.

Maybe next time Obama will be fair and square in his dealings.

Since the year of 2000 my medical insurance my medical insurance has risen 350%. I called personnally WASHINGTON offices of Senators, so they will relate the truth. Medicare is a government run option.. everyone hits 65 and is happy to get it. The military also have a government option, one of which includes private insurance. They love it. Sounds like lots of people listen to wealthy people putting fear out there.

And the military and medicare and social security are funded by taxes...taxes we bitch and moan about every minute (and enjoy it). The reality is that we get a lot of good services for our taxes and we should be proud to pay for them. You don't get something for nothing. You can't have protection from terrorists and a strong military with small government. You can't take care of old people and poor children by paying no taxes. We need reality and common sense to tackle our problems... not tax cuts and small government pledges.

teabag- I am a beneficiary of military insurance.....although I am grateful for it, I am certainly not happy with it....it is very flawed! I avoid Military Treatment Facilities (Navy Hospitals) like the plague and try wherever I can to use civilian doctors...private practices, clinics, and hospitals are much, much better! Oh, and my Grandmother isn't too happy with Medicare right now either. Before the doctors can even treat her, they have to see what Medicare will cover. There are things they could be doing right now to help her but can't b/c it's not covered. The government does not need to be our final authority on medical treatment. I admit, there are short comings with our current health care system, but I most certainly do not think the government should rule over it.

It would be different if he urged Congress to take their time and draft a working, lets say, health care bill. Brainstorm, find not only the "pros", but also the "cons" and eliminate the cons. Find a way t make it work for every American. Make it to where the insurance companies have no loopholes and can't raise premiums to unaffordable limits and have to accept pre-existing conditions. Don't punish Joe Blow because he can't afford insurance for his family, punish his employer for not paying him more and punish the insurance company for not making coverage more affordable. Don't tell Congress to throw something together for him to sign, like he did the stimulus bill. There was more pork in that than in a pig farm, and the stimulus has not worked.

Obama's making homes affordable was a good idea, but many banks (Bank of America especially) is taking the taxpayers money and stalling on the MHA return. We wouldn't need the MHA project if Barney Frank and most of the Democrats in Washington would not have vouched for Freddie and Fannie to give home loans to people who could not afford them. Eliminate the 1999 Gramm Leach Bliley Act and 2000 Modernization Act, so that the Glass Steagall Acts are restored to prevent the US from going into a Great Depression. This will make the International Swaps and Derivatives Association Illegal, as known that they made profits of 60-100 Trillion USDs that triggered the "Global Economic Crisis" as to why the Bailouts do not matter. (trying to pay a $100 bill with a penny (one cent).

As well as many secondary, thirtiary support US Citizens employed, not including those that work at US Military Nationwide Dispersed Government Owned Government Operated (GOGO) and Government Owned Contractor Operated (GOCO) Factories/Plants building US Military Equipment as due to the "Outsourcing" the US Military cannot buy from most US Corporations under the US Code (Law), "US Military must buy only US Products, Goods and Services."

The whole "blame Bush" mantra of the left grew thin months ago. Yes, BO did inherit problems with the economy, but his policies have hurt, not helped. Republicans seem to continually get bashed for not going along with the President and being too partisan. The simple fact is that rebublican at the core of their beings don't feel the answers to the problems lie in higher taxes and bigger government. The republican approach is to reduce taxes on corporations and individuals, which in turn spurs more investment, spending, and economic growth (money not given to the govt as taxes gets spent elsewhere). So how do you compromise or reconcile two diametrically opposed viewpoints? (higher taxes and bigger govt versus lower taxes and less govt).

The reason why most of us do not want to admit that President Obama is trying to help us fix the economy is because he tells it like it is and he did not get elected to be lead around like a dog on a leash by the republican party. We the people seem to forget that we are the government and the President is an elected official who's job is to help us to help ourselves. My sentiments exactly. I am tired of listening to our Presidents speak: saying one thing and actually meaning another. Our world is TOO often a world of misleading advertising. Creating an image in the minds of the people you want to reach and maiking them believe they are getting what they want and need when in return they get the same old crap. I think they should get rid of their speech writers who are hired to create these impressions. I wait for the day elected officials actually speak from their gut and say what they really feel. Folks need to get involved and make themselves knowledgeable about government. Keep up to date with how their senators and representatives are voting and email them with constructive suggestions. Also informing them of consequences if they don't act on our behalf. Because if there are members of Congress, Democrate or Republican, voting against or blocking issues because they want to undermine the flow of the system, shame on them. I want them out of office!

I am really tired of the Dems blaming the "last administration" for all of the woes we have now. The Dems were in charge of Congress during Bush's last four years, so you may not want to go down that road too far. The Dems are responsible for the housing debacle (Frank, Dodd, Reid) and they spent money those last 4 years like it was theirs. You may not like some of the decisions Bush made, but I will tell you this, he will go down in history as a greater president than this George Soros Socialist Machine Puppet we have in there now. Obama does what he is told. Do you not see that? He was given the office by the Soros Machine out of Chicago, just like Kennedy was given the office back in 1960. It was bought! Bush was promised the office as well and that's why the voter's votes didn't count in that election. It goes both ways. There is so much we, the People, do not know and are not told about the Political Machine in this country. We think we have a say, but until something like the Tea Party Movement or the election of Scott Brown stirs it up "out in the open", we really don't have much say. As long as the government moves along status quo and the man in the house governs moderately, all is well and no one really gets upset. The "good ole boys" make their deals and insert their earmarks into bills and get re-elected over and over and over. But if the man in the house governs to far to the left or right, then we have a problem. It wakes the American People up and they start to get interested in what is going on. This is not good for Congress. Now they are investigated and scrutinized and are seen for what they really are. So THAT is why Obama has been trying to push through all of these Socialist bills in his first year. Soros wants them through and passed before anyone is the wiser and once passed they will be very difficult to repeal or recover from. Obama is sacrificed as a one term president, but the Socialist Agenda is in and that was the plan. The problem is - the American People woke up and they are not happy and the Dems in Congress do not want to be sacrificed as Obama is being, so they are jumping ship, getting out, wavering in their support, running scared because their "status quo" has been upended and a lot of them are not just afraid of losing their jobs, they are afraid of being investigated and indicted. Dodd is a perfect example of someone who would rather leave than have his shenanigans investigated. Rangle is one who will most likely go down legally. That is why Term Limits is so important in this country. Get these guys who have been there for 30-40 years out and let's get some new blood in there. People who really want to do the bidding of the American People and not just make deals and line their own pockets. They know how to work the system and accept the palm greasing from Lobbyists and get their pet projects done through earmarks and it's just all too corrupt and sad. Wake up, People! Study Government, Study History, Look at your Senator's and Rep's Records, Read about Political Machines, Soros, Skull & Bones Society, Masons - connect the dots! As for your rant about socialism I think maybe you, like most people need to go back to school and learn what socialism really is, it is not communism light nor is it being espoused by the current president. We need to take a new tact with congress. Every two years the controlling party should get one issue to do whatever they choose without any interference from the other party. That Is the point exactly. I want to live in the country we have now. Not the country that the Democrats want to create. The country that was founded on hard work, not handouts. A country founded so individual people had an equal say and were not taxed or regulated to death. You want free choices? Do you really think that more government regulation will give you more of a free choice?

Answer is simple. When you get into that voting booth next November, DO NOT VOTE FOR AN INCUMBENT - regardless of the party they belong to. Vote in new representatives. Make it clear that we will not accept a change to socialism and we will also not accept large corporations, unions or other special interests who are only looking out for what they want and not what the people want.

A President takes office with a huge and rising deficiet an economy in total collapse a military that has been streached beyond its limits, Americans losing their homes because the insurance they bought does not cover the illness they got and no one cares, Americans dying because they cannot get insurance because they are sick.

Fast forward one year, unemplyoment is high but the economy IS rebounding, slow yes but rebounding, could he make it faster? Sure could pour trillions more money into it and it will recover faster-not an option. So a limited sucess there, he did not allow the economy to collapse totally and only 10% are out of work instead of the predicted 50-60% if he had not acted as he did (talk to economist on either side of the spectrum they were all predicting those numbers if action was not taken). Are banks lending money? No but he has provided proposals to tax those banks who are making money and not giving loans, the large banks now one side calls that unfair to the banks WE THE PEOPLE bailed out and the otherside says it is not enough. So assuming Congress does what the poeple wnat (make the banks help bail us out) this is a limited sucess. So on the economy I would say limited sucess-considering the obstacales faced (both politically and finacially) I would give him about an A- for a grade not perfect but far beyond what was expected.

Health insurance and health care reform for the first time is really being discussed, Dems want more Repubs want less the American people want toknow what is being discussed without the lies and spin from either side. Big business doesn't want to be held accountable for paying for it, small business and the average person can no longer pay for it. So far he has tried to let Congress do their job, write a bill that can get passed. they ahve failed. Dodd, under orders from "someone high up in the administration"rewrote the language that allowed - yes, I said allowed!!! - the AIG bonuses.

Now, the public was already angry over big salaries and huge bonuses - so why would the administration rewrite the language of the bill so that it allowed the huge bonuses?

To make the people even more angry with the banks and Wall Street!

The Democrats lost their "super majority" - they still have a majority. In fact, as Obama noted tonight and as has been noted by various media outlets, the Democrats have the largest majority that either party has had since, I believe, the 20s.

Rather, he wasn't partisan enough. It's nice to preach cooperation and all, but the Republicans are not cooperating, and that's a lot of the reason that we haven't made any progress yet. I just listened to GOP response, too, and it was very partisan - despite being given by a fairly moderate Republican.

Instead of trying to please everyone, he should take advantage of his democratic support while he has the chance.

And yet, even with a super majority they have been unable to make any progress...something to think about. Effective is entirely different...

During the depression the government setup work programs to create jobs - they took shovels and picks and built roads, parks and dams. They were paid $30.00 month while living in tents. There was a mandatory allotment of $22.00 sent directly to the families. No benefits, no retirement, no medical. The effort was to support the economy, the family and the spirit of the American worker. That was sensible spending. The ideal that we should support government programs so everyone can live at the same level is not sensible and promotes nothing but laziness and a getto spirit.

Please, just read the Constitution, especially the first Amendment. "Congress shall make no law ..... abridging the freedom of speech, or of the press....." The contribution of money or running advertisemets in any media is freedom of speech. A corporations, a political action committee or other entity has just as much right to voice their opinion on issues that affect them as a individual does. This Supreme Court decision was a strict Constutionalist decision, not a progressive or activist decision. I applaud the Supreme Court for standing up and using their authority to do their jobs, not tear down the foundation of the country. Did you ever stop and think why the politicians would want to have a law lik this on the books? To keep them in power and to keep Americans of all walks from pointing out their flaws and abuses.

MR Green First while a corporations ismade up of people not everyone in the corporation has the same view point therefore a corporation, must represent ALL the people they employ if it is to be treated as a representative of the people that work there which is what you are implying when you say a corporation has freedom of speech protection. So unless a corporation polls everyone within it and provides money equally based on that information it does not represent the people working for it and therefore cannot be said to speak for the people and is not covered under the freedom of speech portion of our constitution. (The same goes for unions PACS, however, are made up of like thinking people and therefore can give as they please).

Second a Corporation is NOT tied to America only, it can be, and most are, partially owned by non-Americans (if they are publically traded stock can be bought by anyone world wide and therefore they are owned by those who are not citizens) as such they do not have a right to speak in our politics (as the right screamed so loudly durring the last election, and correctly I might add). Yes, it was quite cheeky of him to take a poke at the court. And, I believe it was appropriate to do so. There are many valid arguments that their majority opinion was based on consitutional intent. However, the court does have an obligation to consider precedent under the concept of Stare Decisis, where prior rulings of the court are the same they should rule the same. Or, they need to prove why the current issue before the court is different. I don't see that as the case based on reading the opinions. The current court seems to be doing what has been termed judicial activism based on political or idealogic motivations. I don't believe that is inherently wrong. Because, the court needs to take the societal impact into consideration. To blindly interpret cases based on a 200+ year old intent could be risky. Neither, approach should be considered the absolute.
