I voted for Whitman since there was zero chance of taxes/fees increasing with her in there but Brown has few choices. 2/3rds vote of legislature to raise taxes/fees ain't gonna happen. Voters via propositions have consistently said no to any tax/fee increases in recent years. Now legislators must pass budget on time or it will cost them money so no more excuses due to previous 2/3rds vote requirement. Borrowing is close to tapped out and/or becoming increasingly expensive. Nobody is buying "smoke & mirrors" accounting any more.
This only leaves one alternative and that is to cut spending drastically which has gotten way out of hand over the last decade. Once the cutting starts getting through meat to bone, then we'll see how our liberal friends view illegal aliens sponging the system. Only then will they finally "see the light" that push come to shove, taking care of citizens only is the only financial reality that works.

A former Californian here. A friend of mine read some of the last voting ballot to me, and there were several measures up for vote sponsored by the Democratic party that clearly indicated an anti-business tone. Am I off base here, or are the Dems hell bent on destroying what's left of California's economy?

CA is very unfriendly to business which is why so many are leaving and with the cap and tax law that will even further punish manufacturing (yes there is still a little left here) it will be really bad. Taxes will go up under Brown (we are already one of the highest tax states). The public unions have destroyed this state and it was Brown who allowed that to happen when he was governor so long ago.
phantom, Any guess why I left my home state? I was there when he was in office the first time when I couldn't find the tech job I was qualified for, so I ended up moving furniture. It wasn't until the mid-eighties when business picked up and I was able to secure a tech job in Silicon Valley. When the Dems started to gain momentum again I moved to the Washington State Lib-pit. Brown should see what Cuomo did his first day. He removed the concrete barriers, took a 5% pay cut for him and his staff and ordered a freeze. If Brown was serious he wouldn't be talking about a committee, or researching, etc. etc. He would take action.
It should be interesting to see how Moonbeam 2.0 differs from Moonbeam 1.0......this guy was responsible for the public sector employee unions to start their programs, aided by the liberal spending party legislators who further fueled their pensions. Jerry Brown's political record is really quite good, despite the inane carping of many of you, especially Greg in Oceanside, who posts ultra-right drivel all over the 'Vine.
During Brown's time as governor in the 1970's, he confronted the disastrous results of Nixon's shutdown of most of NASA - which virtually dismantled an thriving aerospace industry in California, he led the state through troubles caused by two Arab oil embargoes, a wave of military base sutdowns, and attempted to undo the terrible damage of the prior Reagan governorship that attacked education, gave away public forests to timber companies, shuttered mental health facilities and increased homelessness in the state twofold.
Brown's earlier tenure promoted development of the solar industry, advanced technologies that later produced Silicon Valley, public infrastructure improvements, and greatly enhanced environmental protection, including finally making progress on severe air pollution, halting further pollution of major urban aquifers, and cleanup of toxic spill sites. And Brown produced a balanced budget every year.
He was followed by three inept Republican governors, under whose leadership California became saddled with debt. Democrat Gray Davis, who only served from 2001-2003, was never given much of a chance to do anything - the infamous Enron manipulation of the state's utility services, complete with rolling brownouts and criminally-manipulated prices, did him in.
Brown's work is cut out for him. Expect him to be creative, aggressive, and tenacious. If he is able to smash the gridlock in the state legislature, caused by a nearly-even divison of seats between the GOP and Democrats (with a further division in the GOP between die-hard conservatives and moderates), he may accomplish something. But also take note of this observation from the article:
Term limits in the Legislature mean many of them have little experience and are eyeing their next office with every vote they take.
Term limits haven't really done the voters any favors, by the way. And in California's legislature the governor has a severe challenge every bit as daunting as the state's economic situation.
Brown had better start with the labor unions in this state who are allowed to retire at 55 at almost full pay. Not one company in this entire country does that.
If he and the legislature want to raise taxes, they can start with property taxes for those multi-million dollar estates that pay peanuts because of Prop 13. Almost all states in the country rely more on property tax than sales or income taxes.
Raising income or sales taxes WILL HURT the economy, not help it.

I am out the cost of equipment and installation now for the past year while they continue to state they are out of funds. But, they can increase staff salaries and spend in other areas. California, Illinois, and a few other states are all in the same position. They're so broke there is nothing left in their pockets, not even lint. Although there is nothing in the current Bankruptcy code that allows states to file bankruptcy, cities can and have filed in the past. Also certain entities within the state government can file also.

I think if enough cities and counties within the state filed it would cause less of a drain on how much the state allocates to those cities and counties and could cut enough of the pensions and other monies owed to allow the states budget to rebound.
If Brown raises taxes on businesses California will here a huge sucking sound as more big businesses leave the state. I guess this will be balanced out as the illegals leaving Arizona and the other states, that will be initiating anti illegals legislation this year, rush to the biggest sanctuary state they can find.
Also, Congress has the power to change the Bankruptcy laws, if need be, to include allowing individual states to file bankruptcy. Mike, you are part of what is wrong with California. Brown is part of the original problem with liberals. Spend, tax, cave in to environmentalists, cave in to unions, and drive businesses and people out of the state. California liberals have created such a huge mess by all their rules, regulations, laws, taxes, and spending. Bringing back someone part of the original problem will not bring your state back. Brown will never do what Grovernor Christie did in New Jersey. That is what California needs. Brown is proposing new taxes. Again, part of the problem. Your high taxes has driven out businesses and people from the state. This is you problem. I am for the environment, but believe there is a middle ground. California, time after time has enacted laws and regulations making it difficult to do business in the state, too costly, and put animals ahead of the welfare of the state. You have areas of past prosperous orchards and fields that are now dry to protect a stinking fish. Instead of coming up with a win win solution, you cause a more than 40% unemployment rate in these areas. You let perfectly good water bypass the valleys and pour straight in to the ocean. It is a sad day for any state in our country to sacrifice peoples livilhoods for no good reason. California had a chance to bring in someone to the state that would do and make the tough decisions and you voted for past problems with the state. California is the laughing stock of the United States. I hope California goes to the feds begging for a money handout and surely hope and believe that you should and will get no financial help. Washington State is doomed because of the increases in the B. & O. tax, ( Business and Occupation ), among other things The state has been beating Boeing up for years which is why they moved their corporate headquarters out of the state. If businesses here make over $100K per year they are taxed on the furniture in their lobby's and offices, their machinery, the floor space taken up by said items, and anything else the state deems taxable, again, and again, and again. The City of Seattle is proposing to charge more for parking during peak hours, and taxes business on the number of employees they have, and weather or not they take mass transit, a union dominated money pit. The state and it's municipalities have squandered so much money at the hands of Liberals that everybody in this state is getting hosed. I could not move, to California and purchase a home there because, I would get, a lot less home, for two to three times, the price, I would pay in Ohio. Someone previously commented on the car registration tax to be increased, along with the gas tax, business taxes, etc. We will see those items increased, and Steinberg and company will resist any reduction in funding for their liberal causes......they need the criminal alien vote. Jerry, agree 100%. California, other states, and businesses need to pay for their mistakes. They will never change their habits if the government keeps bailing them out. Other states and citizens should not have to pay for Californias liberal habits of tzx, spend, and drive people/businesses out of their state. No federal politician ought to vote for a bailout and should be voted out of office if they do. The grim reality is that states need to put the states interest first and not unions, environmentalists, and other special interest groups. This is their only way out. Wait until the hundreds of billions of dollars in pensions and benefits have to be paid out by the states like California.

Prior to this year, the Dems always blamed the budget mess on the "2/3 approval process". Now that this has been changed by law to a simple majority, the real budget process will show the citizens just who is spending money that the state doesn't have on programs that are unnecessary.

We had a choice between Moonbeam II and Meg Whitman who might have had the brains to do the job but fell way short when it came to candor. She did her Spandering to the hispanic community while telling another story at the same time on the topic of illegal immigration and that irritated both groups and satisfied neither.
Brown may be pro all the things you listed but we're out of money and businesses are leaving the state on a daily basis. He's going to have a hell of a time raising taxes and there is no money available for continuation of the many programs the liberals/progressives have created over decades. This is somewhat like what is going on in Europe now with one broke country going to its equally broke neighbors to borrow money...........which they lend after borrowing it from the next sucker in line.

Actually the term socialist with union is appropriate, not because of what they did to protect the American worker, but how they did it. Basically they collectivized (yes that's a word) all individuals and recreated them as a group. There is no such thing as an individual in a union, they are all equal, all treated equally, all rewarded equally, etc. Hence the appropriate term of socialistic.

think that's bs stan, try to either one of these things to a union member:
1) Reward 1 for exceptional service, or attitude, or sacrifice beyond their job duties. Most union members discourage others from working more (or better) than required.
2) Punish 1 for not doing work as well as another. Then try and replace such a person with a younger person who is willing and able to do a better job.

You are absolutely right. Once upon a time, back in the 1940's and earlier, American labor needed the protection of the union. The union served its purpose for the worker, grew a middle class, and then became corrupt and feasted on everyone else. In a self fullfilling prophesy, it dined on its host but will not give up.
We cannot afford unions that have 25-40% better benefits than everyone else while public sector union membership is growing and private sector taxpayers are shrinking. The math does not add up. Life changes, as do economies. Deal with it or YOU will kill the american dream for all.
How can you justify large union pensions, large union political voting blocks, easy membership that voids firing even if your a dolt that is lazy and doesn't do the job??
You are correct that unions were formed to balance the abuses of large employers, but their time as meaningful American organizations that helped all workers has passed to organizations bent on political profiling, and getting as much as they can while the rest go down the drain.

Second highest corporate tax rate in the world, rules, regulations, laws, unions, etc. Whether any of you like it or not, we make it easy for a company to pull up its roots and go overseas. We make the cost of making something 100% or more higher in this country than it is to make in another country and we whine about it. We are a spoiled and whiney country. If a business cannot make something competitively, they go out of business. There only choice is to move overseas. If the US does like California and imposes more taxes, rules, regulations, and unions on the companies, more and more will move overseas. The only way we bring these businesses back is to lower their taxes and make wages more competitive and bring down the costs of making products in our country.

My wife and I live and work full time in San Diego, and we're planning to move to Colorado in a year or so. The only argument any body can give us is "but the weather's so nice." But, I'd rather deal with bad weather any day and actually be able to get ahead in life, instead of just scraping by.

We did give everyone a home. It was called a stated income loan. They couldn't afford it. Hence, the mortgage meltdown and record foreclosures. People still have to pay utilities, upkeep and taxes. And who would pay the previous owner of the house? Would they just donate it to the state? Our Constitution forbids taking property without equitable compensation. A Capitalist would never dream of suggesting such a socialist idea.

I voted for Whitman since there was zero chance of taxes/fees increasing with her in there but Brown has few choices. 2/3rds vote of legislature to raise taxes/fees ain't gonna happen. Voters via propositions have consistently said no to any tax/fee increases in recent years. Now legislators must pass budget on time or it will cost them money so no more excuses due to previous 2/3rds vote requirement. Borrowing is close to tapped out and/or becoming increasingly expensive. Nobody is buying "smoke & mirrors" accounting any more.
This only leaves one alternative and that is to cut spending drastically which has gotten way out of hand over the last decade. Once the cutting starts getting through meat to bone, then we'll see how our liberal friends view illegal aliens sponging the system. Only then will they finally "see the light" that push come to shove, taking care of citizens only is the only financial reality that works.

A friend of mine read some of the last voting ballot to me, and there were several measures up for vote sponsored by the Democratic party that clearly indicated an anti-business tone. Am I off base here, or are the Dems hell bent on destroying what's left of California's economy?

CA is very unfriendly to business which is why so many are leaving and with the cap and tax law that will even further punish manufacturing (yes there is still a little left here) it will be really bad. Taxes will go up under Brown (we are already one of the highest tax states). The public unions have destroyed this state and it was Brown who allowed that to happen when he was governor so long ago.

phantom, Any guess why I left my home state? I was there when he was in office the first time when I couldn't find the tech job I was qualified for, so I ended up moving furniture. It wasn't until the mid-eighties when business picked up and I was able to secure a tech job in Silicon Valley. When the Dems started to gain momentum again I moved to the Washington State Lib-pit. Out of the frying pan as they say.

Brown should see what Cuomo did his first day. He removed the concrete barriers, took a 5% pay cut for him and his staff and ordered a freeze. If Brown was serious he wouldn't be talking about a committee, or researching, etc. etc. He would take action.
It should be interesting to see how Moonbeam 2.0 differs from Moonbeam 1.0......this guy was responsible for the public sector employee unions to start their programs, aided by the liberal spending party legislators who further fueled their pensions. Now how will 2.0 govern? Let's see, the unions elected him, there is no doubt about that - will he now go against the unions to reduce costs? Even if he does, the liberal courts may block cost-reduction programs as they have for our previous RINO Gov.

Jerry Brown's political record is really quite good, despite the inane carping of many of you, especially Greg in Oceanside, who posts ultra-right drivel all over the 'Vine.
During Brown's time as governor in the 1970's, he confronted the disastrous results of Nixon's shutdown of most of NASA - which virtually dismantled an thriving aerospace industry in California, he led the state through troubles caused by two Arab oil embargoes, a wave of military base sutdowns, and attempted to undo the terrible damage of the prior Reagan governorship that attacked education, gave away public forests to timber companies, shuttered mental health facilities and increased homelessness in the state twofold.
Brown's earlier tenure promoted development of the solar industry, advanced technologies that later produced Silicon Valley, public infrastructure improvements, and greatly enhanced environmental protection, including finally making progress on severe air pollution, halting further pollution of major urban aquifers, and cleanup of toxic spill sites. And Brown produced a balanced budget every year.
He was followed by three inept Republican governors, under whose leadership California became saddled with debt. Democrat Gray Davis, who only served from 2001-2003, was never given much of a chance to do anything - the infamous Enron manipulation of the state's utility services, complete with rolling brownouts and criminally-manipulated prices, did him in.
Brown's work is cut out for him. Expect him to be creative, aggressive, and tenacious. If he is able to smash the gridlock in the state legislature, caused by a nearly-even divison of seats between the GOP and Democrats (with a further division in the GOP between die-hard conservatives and moderates), he may accomplish something. But also take note of this observation from the article:
Term limits haven't really done the voters any favors, by the way. And in California's legislature the governor has a severe challenge every bit as daunting as the state's economic situation.

Brown had better start with the labor unions in this state who are allowed to retire at 55 at almost full pay. Not one company in this entire country does that.
If he and the legislature want to raise taxes, they can start with property taxes for those multi-million dollar estates that pay peanuts because of Prop 13. Almost all states in the country rely more on property tax than sales or income taxes.
Raising income or sales taxes WILL HURT the economy, not help it.
We might as well pass a law like AZ too while we are at it. We need to reduce the number of illegal aliens using our social services.

I am out the cost of equipment and installation now for the past year while they continue to state they are out of funds. But, they can increase staff salaries and spend in other areas. California, Illinois, and a few other states are all in the same position. They're so broke there is nothing left in their pockets, not even lint. Although there is nothing in the current Bankruptcy code that allows states to file bankruptcy, cities can and have filed in the past. Also certain entities within the state government can file also.
11 U.S.C. § 101(40). The definition is broad enough to include cities, counties, townships, school districts, and public improvement districts. It also includes revenue-producing bodies that provide services which are paid for by users rather than by general taxes, such as bridge authorities, highway authorities, and gas authorities.
I think if enough cities and counties within the state filed it would cause less of a drain on how much the state allocates to those cities and counties and could cut enough of the pensions and other monies owed to allow the states budget to rebound.
If Brown raises taxes on businesses California will here a huge sucking sound as more big businesses leave the state. I guess this will be balanced out as the illegals leaving Arizona and the other states, that will be initiating anti illegals legislation this year, rush to the biggest sanctuary state they can find.
Also, Congress has the power to change the Bankruptcy laws, if need be, to include allowing individual states to file bankruptcy. This would force the union public service workers back to the table to renegotiate contracts that should have never been approved in the first place and allow the states to shed billions if not trillions in unfunded pension funds.

Spend, tax, cave in to environmentalists, cave in to unions, and drive businesses and people out of the state. California liberals have created such a huge mess by all their rules, regulations, laws, taxes, and spending. Bringing back someone part of the original problem will not bring your state back. Brown will never do what Grovernor Christie did in New Jersey. That is what California needs. Brown is proposing new taxes. Again, part of the problem. California, time after time has enacted laws and regulations making it difficult to do business in the state, too costly, and put animals ahead of the welfare of the state. Instead of coming up with a win win solution, you cause a more than 40% unemployment rate in these areas. You let perfectly good water bypass the valleys and pour straight in to the ocean. California had a chance to bring in someone to the state that would do and make the tough decisions and you voted for past problems with the state. California is the laughing stock of the United States. I hope California goes to the feds begging for a money handout and surely hope and believe that you should and will get no financial help. It is about time in the country that businesses, people, and states pay for their decisions and have to get on their own two feet on their own. Washington State is doomed because of the increases in the B. & O. tax, ( Business and Occupation ), among other things The state has been beating Boeing up for years which is why they moved their corporate headquarters out of the state. If businesses here make over $100K per year they are taxed on the furniture in their lobby's and offices, their machinery, the floor space taken up by said items, and anything else the state deems taxable, again, and again, and again. The City of Seattle is proposing to charge more for parking during peak hours, and taxes business on the number of employees they have, and weather or not they take mass transit, a union dominated money pit. The state and it's municipalities have squandered so much money at the hands of Liberals that everybody in this state is getting hosed. So no, it's not the corporations that are dooming the state, the state is dooming the state, and who is the state controlled by, Liberals.

It is not the corporations that are dooming CA it is the public employee unions and the pensions. there are people retiring in their 50's who are making more their first year in retirement than what they were making working. No one should make more in retirement than when they work and the state, cities, counties can not afford to keep paying.

I could not move, to California and purchase a home there because, I would get, a lot less home, for two to three times, the price, I would pay in Ohio. I believe cost of living, in California, is astronomical and most of America, could not afford to move there, without wining the Lottery. Someone previously commented on the car registration tax to be increased, along with the gas tax, business taxes, etc. We will see those items increased, and Steinberg and company will resist any reduction in funding for their liberal causes......they need the criminal alien vote. Nope, in California the have a Nautral Gas receiving in San Pedro for the Russian Tankers to dock there to sell the US Natural Gas, which can export same if the environmentalists would permit it.
California will not get any bailouts, any conservative that votes for a bailout for any state will be gone in the primaries in 2012..

Other states and citizens should not have to pay for Californias liberal habits of tzx, spend, and drive people/businesses out of their state. No federal politician ought to vote for a bailout and should be voted out of office if they do. The grim reality is that states need to put the states interest first and not unions, environmentalists, and other special interest groups. This is their only way out. Wait until the hundreds of billions of dollars in pensions and benefits have to be paid out by the states like California.

Prior to this year, the Dems always blamed the budget mess on the "2/3 approval process". Now that this has been changed by law to a simple majority, the real budget process will show the citizens just who is spending money that the state doesn't have on programs that are unnecessary.
Perhaps now the citizens of our state can see just who is accountable for their high taxes and fees. Perhaps we can get logic back into the gov.

We had a choice between Moonbeam II and Meg Whitman who might have had the brains to do the job but fell way short when it came to candor. She did her Spandering to the hispanic community while telling another story at the same time on the topic of illegal immigration and that irritated both groups and satisfied neither.
Brown may be pro all the things you listed but we're out of money and businesses are leaving the state on a daily basis. He's going to have a hell of a time raising taxes and there is no money available for continuation of the many programs the liberals/progressives have created over decades. He's also about to find out that the rest of the country is not keen on the idea of the fed's bailing us out - so we'll just have to wait and see.

lifeflight - I think the plan is to go to the federales for what is commonly now referred to as a "bailout" to be paid for by all of the other states. This is somewhat like what is going on in Europe now with one broke country going to its equally broke neighbors to borrow money...........which they lend after borrowing it from the next sucker in line.
California will not be getting a bailout from the Federal government. It would NEVER pass Congress. I don't think Californians realize how much ire the rest of the country has for that state. Californias policies have really isolated them from many in other states.

Actually the term socialist with union is appropriate, not because of what they did to protect the American worker, but how they did it. Basically they collectivized (yes that's a word) all individuals and recreated them as a group. There is no such thing as an individual in a union, they are all equal, all treated equally, all rewarded equally, etc. Hence the appropriate term of socialistic.
That's also the bain of unions because any sane person knows that nobody is equal to anybody else, we are all individuals, we are all unique, we all live different and separate lives, and to group us collectively together for any purpose is just another artificial form of racism.

1) Reward 1 for exceptional service, or attitude, or sacrifice beyond their job duties. Most union members discourage others from working more (or better) than required.
2) Punish 1 for not doing work as well as another. Then try and replace such a person with a younger person who is willing and able to do a better job.

You are absolutely right. Once upon a time, back in the 1940's and earlier, American labor needed the protection of the union. The union served its purpose for the worker, grew a middle class, and then became corrupt and feasted on everyone else. In a self fullfilling prophesy, it dined on its host but will not give up.
We cannot afford unions that have 25-40% better benefits than everyone else while public sector union membership is growing and private sector taxpayers are shrinking. The math does not add up. Life changes, as do economies. Deal with it or YOU will kill the american dream for all.
How can you justify large union pensions, large union political voting blocks, easy membership that voids firing even if your a dolt that is lazy and doesn't do the job??
You are correct that unions were formed to balance the abuses of large employers, but their time as meaningful American organizations that helped all workers has passed to organizations bent on political profiling, and getting as much as they can while the rest go down the drain.

Second highest corporate tax rate in the world, rules, regulations, laws, unions, etc. Whether any of you like it or not, we make it easy for a company to pull up its roots and go overseas. We make the cost of making something 100% or more higher in this country than it is to make in another country and we whine about it. We are a spoiled and whiney country. If a business cannot make something competitively, they go out of business. There only choice is to move overseas. If the US does like California and imposes more taxes, rules, regulations, and unions on the companies, more and more will move overseas. The only way we bring these businesses back is to lower their taxes and make wages more competitive and bring down the costs of making products in our country.

I would think the u-haul business has been, and will be good in Ca...though you might quite often run out of equipment. You'd have to pay people just to drive trucks and trailers BACK to Ca just to meet demand.
My wife and I live and work full time in San Diego, and we're planning to move to Colorado in a year or so. The only argument any body can give us is "but the weather's so nice." But, I'd rather deal with bad weather any day and actually be able to get ahead in life, instead of just scraping by.

California will recover faster then other States as Moon Bean got to work the evening of the election results as even Republicans in office said they would wait for him to take office and not deal with Arnie. Arnie is now looking for work and Obama turned him down as he doesn't hire losers in his Administration.

Even with a high unemployment rate of 12.4% today that still leaves 87.6% of the working force employed. Our state's population of 39 million is made up of all sorts of people from all walks of life. We did give everyone a home. It was called a stated income loan. They couldn't afford it. Hence, the mortgage meltdown and record foreclosures. People still have to pay utilities, upkeep and taxes. And who would pay the previous owner of the house? Would they just donate it to the state? Our Constitution forbids taking property without equitable compensation. A Capitalist would never dream of suggesting such a socialist idea.

If one comes out ahead through hard work and careful money management these days, it's called a miracle. Chances are, one retires, in poverty, after being replaced by a foreign worker, contracted through an agency whose sole purpose is to displace Americans.
